Add tooltip to add/modify user screen to show role/permissions matrix in a read-only modal

For non-enterprise customers, it's not obvious what permissions the default roles have just from the description. It would be super-helpful (even for Enterprise customers) to have a tooltop that pops up a read-ony modal showing the matrix of what roles have what permissions
